Narrative:
Aircraft X was approved for an opposite direction arrival to runway 22R. He was cleared for the visual approach and switched to the tower at 12 miles out. Aircraft Y was an IFR departure off of 4L. The tower controller forgot to get a release for aircraft Y and cleared it for takeoff with aircraft X within 10 miles and called to let me know that they were turning the aircraft out towards his destination to the east.recommend facility wide review of opposite direction procedures.

Title: Baton Rouge TRACON controllers reported an unsafe operation relating to opposite direction operations.
Narrative: Aircraft X was approved for an opposite direction arrival to runway 22R. He was cleared for the visual approach and switched to the tower at 12 miles out. Aircraft Y was an IFR departure off of 4L.
