Narrative:
We had just departed norfolk, va and we had just found a hole to get through a line of thunderstorms. ATC cleared us to deviate as needed and then to proceed when able to flat rock VOR. Thus we proceeded to fly between 2 cells and as we proceeded there was static interference that limited our ability to receive radio transmission. ATC, in the meantime, decided that they wanted us to turn to heading (270 degrees) that was for traffic reasons, but we were still deviating for WX, and besides, we were still receiving so much static interference that we could barely understand them. I believe that in this case they lost control of the situation. You don't clear an aircraft to deviate through or around severe WX and then give them headings in the middle of things that they should know you can't follow. In our case, not only could we not do their bidding, but we couldn't hear them due to the interference. They should have just waited until we contacted them when we finished deviating.

Title: LOSS OF TRAFFIC SEPARATION OCCURS WHEN ACR PIC CLAIMS HE COULDN'T COMPLY WITH AMENDED ROUTE CLRNC FROM ATC ACCOUNT STATIC ENCOUNTERED FROMTSTMS ON A WX AVOIDANCE MANEUVER.
Narrative: WE HAD JUST DEPARTED NORFOLK, VA AND WE HAD JUST FOUND A HOLE TO GET THROUGH A LINE OF TSTMS. ATC CLRED US TO DEVIATE AS NEEDED AND THEN TO PROCEED WHEN ABLE TO FLAT ROCK VOR. THUS WE PROCEEDED TO FLY BTWN 2 CELLS AND AS WE PROCEEDED THERE WAS STATIC INTERFERENCE THAT LIMITED OUR ABILITY TO RECEIVE RADIO XMISSION. ATC, IN THE MEANTIME, DECIDED THAT THEY WANTED US TO TURN TO HDG (270 DEGS) THAT WAS FOR TFC REASONS, BUT WE WERE STILL DEVIATING FOR WX, AND BESIDES, WE WERE STILL RECEIVING SO MUCH STATIC INTERFERENCE THAT WE COULD BARELY UNDERSTAND THEM. I BELIEVE THAT IN THIS CASE THEY LOST CTL OF THE SITUATION. YOU DON'T CLR AN ACFT TO DEVIATE THROUGH OR AROUND SEVERE WX AND THEN GIVE THEM HDGS IN THE MIDDLE OF THINGS THAT THEY SHOULD KNOW YOU CAN'T FOLLOW. IN OUR CASE, NOT ONLY COULD WE NOT DO THEIR BIDDING, BUT WE COULDN'T HEAR THEM DUE TO THE INTERFERENCE. THEY SHOULD HAVE JUST WAITED UNTIL WE CONTACTED THEM WHEN WE FINISHED DEVIATING.
