Narrative:
I was climbing in thermal lift 2 mi south of moriarty airport. Circling in 45 to 60 degree lefthand bank. As I climbed through 9900' MSL, I saw the transport pass within a few hundred feet. South of me and EST approximately 200' below my altitude. The transport as quickly obscured behind and below my wind. I was unable to determine aircraft type, airline, or identification numbers for certain. Aircraft color was red on bare aluminum. After continuing my turn for 180 degrees all I could see was the rear of the aircraft estimating his speed at approximately 300 KT (eastbound). I called moriarty ground on CTAF 122.9 and verified that abq en route center had been advised of glider operations that morning. (They had). I then called abq center on 133.65 and advised them of this incident, and reminded them of glider operations. I was told that traffic was being advised of glider activity. I advised them that the transport was 'mighty low' and directly over airport. I don't think IFR aircraft should be vectored over airports at or below 10000' MSL, because mode C is not required below 10000' (and not required on gliders, ever).

Title: NMAC BETWEEN MLG AND SPN.
Narrative: I WAS CLBING IN THERMAL LIFT 2 MI S OF MORIARTY ARPT. CIRCLING IN 45 TO 60 DEG LEFTHAND BANK. AS I CLBED THROUGH 9900' MSL, I SAW THE TRANSPORT PASS WITHIN A FEW HUNDRED FEET. S OF ME AND EST APPROX 200' BELOW MY ALT. THE TRANSPORT AS QUICKLY OBSCURED BEHIND AND BELOW MY WIND. I WAS UNABLE TO DETERMINE ACFT TYPE, AIRLINE, OR ID NUMBERS FOR CERTAIN. ACFT COLOR WAS RED ON BARE ALUMINUM. AFTER CONTINUING MY TURN FOR 180 DEGS ALL I COULD SEE WAS THE REAR OF THE ACFT ESTIMATING HIS SPD AT APPROX 300 KT (EBND). I CALLED MORIARTY GND ON CTAF 122.9 AND VERIFIED THAT ABQ ENRTE CTR HAD BEEN ADVISED OF GLIDER OPS THAT MORNING. (THEY HAD). I THEN CALLED ABQ CTR ON 133.65 AND ADVISED THEM OF THIS INCIDENT, AND REMINDED THEM OF GLIDER OPS. I WAS TOLD THAT TFC WAS BEING ADVISED OF GLIDER ACTIVITY. I ADVISED THEM THAT THE TRANSPORT WAS 'MIGHTY LOW' AND DIRECTLY OVER ARPT. I DON'T THINK IFR ACFT SHOULD BE VECTORED OVER ARPTS AT OR BELOW 10000' MSL, BECAUSE MODE C IS NOT REQUIRED BELOW 10000' (AND NOT REQUIRED ON GLIDERS, EVER).
