Narrative:
An aircraft departing iah sebnd going out our bolos departure gate was climbing to 15000', level at 10000' to pick up his speed, and came within .3 mi and 400' from an arrival at 10000', in from over gilgo arrival gate. My attention was to traffic about 30-40 mi north of the occurrence. Our C/a system alerted me when the aircraft were 3 1/2 mi apart and 1 at 10200' and 10000'. I then turn my aircraft left to 090 degrees, then 060 degrees. But the other aircraft was in a right turn, so my aircraft said, 'I have him, he's turning right, I'm going straight.' factor: my aircraft had to be leveled at 9000' about 15 mi from occurrence for traffic. Also crew of my aircraft leveled at 10000' to pick up speed. Also the other aircraft had his speed deleted and the other controller saw the situation and didn't alert me. But all and all, I failed to scan correctly because of the vol of traffic north of this occurrence, I failed to see the situation develop. To prevent this occurrence, tell pilot to maintain 250 KTS tell out of 11000' since our arrs come in at 10000'.

Title: LESS THAN STANDARD SEPARATION OCCURRED BETWEEN A DEPARTING ACFT AND AN ARR ACFT.
Narrative: AN ACFT DEPARTING IAH SEBND GOING OUT OUR BOLOS DEP GATE WAS CLBING TO 15000', LEVEL AT 10000' TO PICK UP HIS SPD, AND CAME WITHIN .3 MI AND 400' FROM AN ARR AT 10000', IN FROM OVER GILGO ARR GATE. MY ATTN WAS TO TFC ABOUT 30-40 MI N OF THE OCCURRENCE. OUR C/A SYS ALERTED ME WHEN THE ACFT WERE 3 1/2 MI APART AND 1 AT 10200' AND 10000'. I THEN TURN MY ACFT LEFT TO 090 DEGS, THEN 060 DEGS. BUT THE OTHER ACFT WAS IN A RIGHT TURN, SO MY ACFT SAID, 'I HAVE HIM, HE'S TURNING RIGHT, I'M GOING STRAIGHT.' FACTOR: MY ACFT HAD TO BE LEVELED AT 9000' ABOUT 15 MI FROM OCCURRENCE FOR TFC. ALSO CREW OF MY ACFT LEVELED AT 10000' TO PICK UP SPD. ALSO THE OTHER ACFT HAD HIS SPD DELETED AND THE OTHER CTLR SAW THE SITUATION AND DIDN'T ALERT ME. BUT ALL AND ALL, I FAILED TO SCAN CORRECTLY BECAUSE OF THE VOL OF TFC N OF THIS OCCURRENCE, I FAILED TO SEE THE SITUATION DEVELOP. TO PREVENT THIS OCCURRENCE, TELL PLT TO MAINTAIN 250 KTS TELL OUT OF 11000' SINCE OUR ARRS COME IN AT 10000'.
