Narrative:
On runway 5L, light transport was cleared for takeoff by local control. Small transport was instructed to cross runway 5L on runway 32 by ground control. This was discovered when ground advised local that small transport was crossing runway 5L. I instructed the local control trnee to cancel the takeoff clearance of light transport. Evasive action was not necessary. From the approach end of runway 5L to the intersection of runway 32 is 7200'. I was conducting OJT on local control position. Prior to the above situation, I was explaining to the local control trnee a method to get 2 previous departures on course west/O forcing the departure controller to do the work. As I was explaining the local control trnee and the ground controller coordinated to cross the 5L. I didn't hear the coordination although I was aware of some coordination to expedite traffic. I instructed the local control trnee to depart the light transport and he did. I was aware of an aircraft holding short of runway 5L on runway 32. I watched the traffic and continued to watch and it didn't move. After the light transport started a takeoff roll, the traffic still had not moved, so I went back to watch the departure. That is when the ground controller said he was crossing downfield. I told the trnee to cancel the takeoff clearance of light transport.
Original NASA ASRS Text
Title: AN ACFT WAS CLRED FOR TKOF WHILE AN ACFT WAS CROSSING THE RWY DOWNFIELD.
Narrative: ON RWY 5L, LTT WAS CLRED FOR TKOF BY LCL CTL. SMT WAS INSTRUCTED TO CROSS RWY 5L ON RWY 32 BY GND CTL. THIS WAS DISCOVERED WHEN GND ADVISED LCL THAT SMT WAS XING RWY 5L. I INSTRUCTED THE LCL CTL TRNEE TO CANCEL THE TKOF CLRNC OF LTT. EVASIVE ACTION WAS NOT NECESSARY. FROM THE APCH END OF RWY 5L TO THE INTXN OF RWY 32 IS 7200'. I WAS CONDUCTING OJT ON LCL CTL POS. PRIOR TO THE ABOVE SITUATION, I WAS EXPLAINING TO THE LCL CTL TRNEE A METHOD TO GET 2 PREVIOUS DEPS ON COURSE W/O FORCING THE DEP CTLR TO DO THE WORK. AS I WAS EXPLAINING THE LCL CTL TRNEE AND THE GND CTLR COORDINATED TO CROSS THE 5L. I DIDN'T HEAR THE COORD ALTHOUGH I WAS AWARE OF SOME COORD TO EXPEDITE TFC. I INSTRUCTED THE LCL CTL TRNEE TO DEPART THE LTT AND HE DID. I WAS AWARE OF AN ACFT HOLDING SHORT OF RWY 5L ON RWY 32. I WATCHED THE TFC AND CONTINUED TO WATCH AND IT DIDN'T MOVE. AFTER THE LTT STARTED A TKOF ROLL, THE TFC STILL HAD NOT MOVED, SO I WENT BACK TO WATCH THE DEP. THAT IS WHEN THE GND CTLR SAID HE WAS XING DOWNFIELD. I TOLD THE TRNEE TO CANCEL THE TKOF CLRNC OF LTT.
