Narrative:
The MEL/cdl/nef (non-essential for flight) manual preamble allows deferral stickers to be wrapped around circuit breakers should collars not be available. This seems to be a safety concern (using adhesive material (i.e. Glue from deferral placards) on an item that is designed to release/'pop') insomuch as adhesives/glue would/could serve to hinder said design function.remove such guidance from the MEL and allow operation without collars for a period of time like we used to do.

Title: Airbus Captain reported that deferral stickers are used around pulled circuit breakers when collars are not available; which leaves adhesive residue on the circuit breakers.
