Narrative:
The active runway at orl was runway 7. An small aircraft X was approaching from the southeast at 1000'. An small aircraft Y was on low approach to runway 7. The small aircraft was instructed to overfly midfield for a left downwind to runway 7. The small aircraft Y was instructed to turn north and climb to 1500' for missed approach. The small aircraft X crossed midfield at 1000' as the small aircraft Y was climbing through 1000' on missed approach. The deviation should have exchanged traffic between the 2 aircraft. As the trner, I should have done it when I realized he wasn't.

Title: 2 ACFT IN THE ATA CAME VERY CLOSE TO COLLIDING.
Narrative: THE ACTIVE RWY AT ORL WAS RWY 7. AN SMA X WAS APCHING FROM THE SE AT 1000'. AN SMA Y WAS ON LOW APCH TO RWY 7. THE SMA WAS INSTRUCTED TO OVERFLY MIDFIELD FOR A LEFT DOWNWIND TO RWY 7. THE SMA Y WAS INSTRUCTED TO TURN N AND CLB TO 1500' FOR MISSED APCH. THE SMA X CROSSED MIDFIELD AT 1000' AS THE SMA Y WAS CLBING THROUGH 1000' ON MISSED APCH. THE DEV SHOULD HAVE EXCHANGED TFC BTWN THE 2 ACFT. AS THE TRNER, I SHOULD HAVE DONE IT WHEN I REALIZED HE WASN'T.
