Narrative:
Initially cleared to cross cedar (msp 255/031) at 9000', airspeed 250 KTS. Began descent from FL240 at approximately 85 DME from msp. ATC advised us to stop descent at FL220 which was accomplished. At approximately 50 DME from msp (18 DME from cedar) we queried ATC for lower. He advised we had been cleared to cross cedar at 9000'. We stated he had leveled us at FL220 and not given us another clearance. He then reissued a clearance and since we were unable to make crossing restriction, completed a 360 degree turn for descent. No other aircraft were conflicting--remainder of flight normal.

Narrative: INITIALLY CLRED TO CROSS CEDAR (MSP 255/031) AT 9000', AIRSPD 250 KTS. BEGAN DSNT FROM FL240 AT APPROX 85 DME FROM MSP. ATC ADVISED US TO STOP DSNT AT FL220 WHICH WAS ACCOMPLISHED. AT APPROX 50 DME FROM MSP (18 DME FROM CEDAR) WE QUERIED ATC FOR LOWER. HE ADVISED WE HAD BEEN CLRED TO CROSS CEDAR AT 9000'. WE STATED HE HAD LEVELED US AT FL220 AND NOT GIVEN US ANOTHER CLRNC. HE THEN REISSUED A CLRNC AND SINCE WE WERE UNABLE TO MAKE XING RESTRICTION, COMPLETED A 360 DEG TURN FOR DSNT. NO OTHER ACFT WERE CONFLICTING--REMAINDER OF FLT NORMAL.
