Narrative:
In preparation for departure we did not have a void time. We tried twice to contact departure with no response. The WX was moving so rapidly that the RVR looked good for departure. After takeoff at 500' MSL, we entered a cloud deck in rain and knew we could not proceed back to the airport VFR. Finally, departure responded and we continued on with our filed IFR flight plan.

Title: SMT TOOK OFF FXE WITHOUT RELEASE AND POSSIBLY WITHOUT CLRNC.
Narrative: IN PREPARATION FOR DEP WE DID NOT HAVE A VOID TIME. WE TRIED TWICE TO CONTACT DEP WITH NO RESPONSE. THE WX WAS MOVING SO RAPIDLY THAT THE RVR LOOKED GOOD FOR DEP. AFTER TKOF AT 500' MSL, WE ENTERED A CLOUD DECK IN RAIN AND KNEW WE COULD NOT PROCEED BACK TO THE ARPT VFR. FINALLY, DEP RESPONDED AND WE CONTINUED ON WITH OUR FILED IFR FLT PLAN.
