Narrative:
I am an ATC controller at the clt ATCT. I was working arrival east sector departure east handed off an air carrier X climbing to 9000' direct to ctf VORTAC. 30 seconds later air carrier X reported that an small transport Y had just passed below his aircraft. I advised air carrier X that I saw the aircraft. Small transport Y did have a mode C transponder which indicated 8600' MSL. Air carrier X was passing 8700' MSL. Small transport Y was not in contact with ATC and was well within (approximately 10-15 NM) the clt TCA. Small transport Y was tracked through the TCA and later idented and reported as a TCA violation. I did not issue a traffic advisory to air carrier X due to the fact I did not see the target. Ie, I was too busy. At the time I was very busy working other traffic. Among this other traffic was an inbound light transport with hydraulic problems. I was busy coordinating with the floor supervisor at time of this incident. Also during this incident I did not have a data person helping me. This I believe contributed to this incident.

Title: SMT Y VIOLATED CLT TCA HAD NMAC WITH ACR X.
Narrative: I AM AN ATC CTLR AT THE CLT ATCT. I WAS WORKING ARR E SECTOR DEP E HANDED OFF AN ACR X CLBING TO 9000' DIRECT TO CTF VORTAC. 30 SECS LATER ACR X RPTED THAT AN SMT Y HAD JUST PASSED BELOW HIS ACFT. I ADVISED ACR X THAT I SAW THE ACFT. SMT Y DID HAVE A MODE C XPONDER WHICH INDICATED 8600' MSL. ACR X WAS PASSING 8700' MSL. SMT Y WAS NOT IN CONTACT WITH ATC AND WAS WELL WITHIN (APPROX 10-15 NM) THE CLT TCA. SMT Y WAS TRACKED THROUGH THE TCA AND LATER IDENTED AND RPTED AS A TCA VIOLATION. I DID NOT ISSUE A TFC ADVISORY TO ACR X DUE TO THE FACT I DID NOT SEE THE TARGET. IE, I WAS TOO BUSY. AT THE TIME I WAS VERY BUSY WORKING OTHER TFC. AMONG THIS OTHER TFC WAS AN INBND LTT WITH HYD PROBS. I WAS BUSY COORDINATING WITH THE FLOOR SUPVR AT TIME OF THIS INCIDENT. ALSO DURING THIS INCIDENT I DID NOT HAVE A DATA PERSON HELPING ME. THIS I BELIEVE CONTRIBUTED TO THIS INCIDENT.
