Narrative:
At xx:30 small aircraft X requested taxi instructions from air service to the active runway. I taxied him to runway 26 the tower was restr to one runway due to the wind. When small aircraft X approached taxiway delta which leads to runway 26 he asked am I going the right way here. I responded yes cross that runway (31). In my opinion he was safely on his way. I had several other aircraft taxiing at the same time one of which required several xmissions. I then proceeded to catch up on the departure line-up for local control. The next time I looked up small aircraft X was on the north edge of runway 26 heading toward the approach end of runway 13. I quickly looked to see if any aircraft was on runway 26. I observed an small aircraft Y airborne between taxiway bravo and golf. He flew behind small aircraft X who was just on the far north side of the runway. I had small aircraft X make a 180 and hold short of runway 26. After coordination with local controller I taxied small aircraft X across runway 26 and turn left on taxiway delta leading to runway 26.

Title: ACFT TAXIING TO THE ACTIVE RWY ACCIDENTLY TAXIED ONTO THE RWY.
Narrative: AT XX:30 SMA X REQUESTED TAXI INSTRUCTIONS FROM AIR SVC TO THE ACTIVE RWY. I TAXIED HIM TO RWY 26 THE TWR WAS RESTR TO ONE RWY DUE TO THE WIND. WHEN SMA X APCHED TXWY DELTA WHICH LEADS TO RWY 26 HE ASKED AM I GOING THE RIGHT WAY HERE. I RESPONDED YES CROSS THAT RWY (31). IN MY OPINION HE WAS SAFELY ON HIS WAY. I HAD SEVERAL OTHER ACFT TAXIING AT THE SAME TIME ONE OF WHICH REQUIRED SEVERAL XMISSIONS. I THEN PROCEEDED TO CATCH UP ON THE DEP LINE-UP FOR LCL CTL. THE NEXT TIME I LOOKED UP SMA X WAS ON THE N EDGE OF RWY 26 HDG TOWARD THE APCH END OF RWY 13. I QUICKLY LOOKED TO SEE IF ANY ACFT WAS ON RWY 26. I OBSERVED AN SMA Y AIRBORNE BTWN TXWY BRAVO AND GOLF. HE FLEW BEHIND SMA X WHO WAS JUST ON THE FAR N SIDE OF THE RWY. I HAD SMA X MAKE A 180 AND HOLD SHORT OF RWY 26. AFTER COORD WITH LCL CTLR I TAXIED SMA X ACROSS RWY 26 AND TURN L ON TXWY DELTA LEADING TO RWY 26.
