Narrative:
On visibility approach into las runway 25, above 1000' AGL, first officer noticed the flap gauge was stuck in the up position with slight needle split. Flap handle in 15 degree position, gear down. Action taken: level off and accelerated to 0 degree flap maneuvering speed (approximately 185 KTS). Gentle climb on go around to 7000'. First officer made visibility inspection and estimated flap os to be 15 degrees. At 185 KTS aircraft buffeted as if flaps were down past 5 degrees. Also leading edge flap indicator on overhead indicated that leading edge devices were fully extended. Gear was left extended on go around for stability nd to reduce chance of compounding any hydraulic problems. Completed asymmetric flap checklist at 7000' MSL. During visibility inspection left flap needle went to 5 degrees and right stayed at 0 degrees. Flight characteristics remained stable with no asymmetry noted. Reduced speed to flap 15 degrees maneuvering and made shallow turns at 7000' MSL. Characteristics normal and buffeting ceased. Made normal 15 degree flap visibility approach and landing west/O incident. No emergency declared! Mechanic pulled and rest flap indicator circuit breaker and flap indicated 15 degrees. Flap had been left in 15 degree position for inspection.

Narrative: ON VIS APCH INTO LAS RWY 25, ABOVE 1000' AGL, F/O NOTICED THE FLAP GAUGE WAS STUCK IN THE UP POS WITH SLIGHT NEEDLE SPLIT. FLAP HANDLE IN 15 DEG POS, GEAR DOWN.
