Narrative:
I had an medium large transport on final, small transport ready for takeoff at the approach end, an small aircraft at taxiway a ready for takeoff, an light transport (communication 3101) who just turned off runway 32 at Y-2, and my ground controller asked to cross runway 32 at taxiway Y-3. I told the ground controller to hold short. When the medium large transport xed the approach end of the runway I taxied small transport into position and hold. When medium large transport xed taxiway alpha I taxied the small aircraft into position and hold. The medium large transport then xed Y-3, I looked out the window and told ground control to cross runway 14 at Y-3 west/O delay. I turned the medium large transport off at Y-2. I scanned my runway and cleared the small aircraft for takeoff. I looked at the approach end of runway 32 at small transport and on final for my fgt. I then looked back at small aircraft who at this time was airborne and 100' southeast of Y-3, there were also two fuel trucks who just exited the runway at Y-3. This is where the error occurred. At the time that I realized that the error had occurred it was too late to take any corrective action.

Title: ACFT TOOK OFF OVER THE TOP OF THREE FIRE TRUCKS CROSSING RWY DOWN FIELD.
Narrative: I HAD AN MLG ON FINAL, SMT READY FOR TKOF AT THE APCH END, AN SMA AT TXWY A READY FOR TKOF, AN LTT (COM 3101) WHO JUST TURNED OFF RWY 32 AT Y-2, AND MY GND CTLR ASKED TO CROSS RWY 32 AT TXWY Y-3. I TOLD THE GND CTLR TO HOLD SHORT. WHEN THE MLG XED THE APCH END OF THE RWY I TAXIED SMT INTO POS AND HOLD. WHEN MLG XED TXWY ALPHA I TAXIED THE SMA INTO POS AND HOLD. THE MLG THEN XED Y-3, I LOOKED OUT THE WINDOW AND TOLD GND CTL TO CROSS RWY 14 AT Y-3 W/O DELAY. I TURNED THE MLG OFF AT Y-2. I SCANNED MY RWY AND CLRED THE SMA FOR TKOF. I LOOKED AT THE APCH END OF RWY 32 AT SMT AND ON FINAL FOR MY FGT. I THEN LOOKED BACK AT SMA WHO AT THIS TIME WAS AIRBORNE AND 100' SE OF Y-3, THERE WERE ALSO TWO FUEL TRUCKS WHO JUST EXITED THE RWY AT Y-3. THIS IS WHERE THE ERROR OCCURRED. AT THE TIME THAT I REALIZED THAT THE ERROR HAD OCCURRED IT WAS TOO LATE TO TAKE ANY CORRECTIVE ACTION.
