Narrative:
I and a student were practicing commercial maneuvers in small aircraft X over kagsmille. We were given a beacon code to squawk by ATC and cleared to operate in the area up to 7500 ft MSL. We had been in the area approximately 30 mins while ATC monitored our progress. We stayed clear of hill AFB air traffic area and clear of slc TCA. We were practicing lazy 8's and were on a descent through 7000 ft MSL and approximately a heading of 210 degrees when I noticed 2 fgts Y flying direct at us. They were turning from the west and I would guess their heading at 030 degrees. At this point I pulled the power back and dumped the aircraft off to the left into a dive. Just as I began evasive maneuvers ATC called the traffic, '2 fgts Y, 12 O'clock, less than 1 mi, 6800 ft.' the 2 fgts flew through the airspace we had just vacated and did not deviate at all. I leveled off the aircraft and returned to my airport. I would estimate that vertical sep was approximately 200 ft. In retrospect, I think somebody screwed up. 2 fgts being cleared through an area we ha been in for 30 mins at our altitude is ridiculous. I had 5 seconds to see and avoid. I would like to see the traffic from hills AFB be confined to operation in the TCA and in their air traffic area. We as GA pilots are always told to remain clear of their air traffic area. Why can't they remain inside of it or operate in the TCA? This problem needs resolution or I feel similar cases such as this will occur.

WHY CAN'T THEY REMAIN INSIDE OF IT OR OPERATE IN THE TCA? THIS PROB NEEDS RESOLUTION OR I FEEL SIMILAR CASES SUCH AS THIS WILL OCCUR.
