Narrative:
We, small aircraft X, were in the pattern at el monte having done 3 or 4 practice landing. We were in the right downwind almost abeam the tower at 1300' altitude when from above and to our left we saw small aircraft Y another high wing aircraft, wheels turning and beginning a climb to the left. The aircraft seemed to have been descending before he saw us. At almost the exact same time we saw him, he said something to the effect that he was turning away from the pattern to avoid another small aircraft X, to the controller, who replied in an argumentative tone, 'I told you to report on the 45.' the distance between our 2 planes at that time was about 20'. One reason I wanted to report this was that when I came toward el monte from bur and reported over santa anita for landing (about 35 mins before this near miss) the controller told me to report on the 45 degree entry. At that time I asked for a right base entry. He curtly said, 'small aircraft X, report on the 45.' I acknowledged that I would. After the flight I spoke with the chief pilot at our club and asked if a right base entry wasn't safer and he said it was. I think that controller was in training because ordinarily the guys at el monte are tops. There is usually a nice flow. For myself I've decided to do a lot more training at night and never on wkends (this one was sun morning).

Title: SMA IN PATTERN DOING TOUCH AND GOES HAS NMAC WITH ACFT ENTERING DOWNWIND OUT OF SEQUENCE.
Narrative: WE, SMA X, WERE IN THE PATTERN AT EL MONTE HAVING DONE 3 OR 4 PRACTICE LNDG. WE WERE IN THE RIGHT DOWNWIND ALMOST ABEAM THE TWR AT 1300' ALT WHEN FROM ABOVE AND TO OUR LEFT WE SAW SMA Y ANOTHER HIGH WING ACFT, WHEELS TURNING AND BEGINNING A CLB TO THE LEFT. THE ACFT SEEMED TO HAVE BEEN DSNDING BEFORE HE SAW US. AT ALMOST THE EXACT SAME TIME WE SAW HIM, HE SAID SOMETHING TO THE EFFECT THAT HE WAS TURNING AWAY FROM THE PATTERN TO AVOID ANOTHER SMA X, TO THE CTLR, WHO REPLIED IN AN ARGUMENTATIVE TONE, 'I TOLD YOU TO RPT ON THE 45.' THE DISTANCE BTWN OUR 2 PLANES AT THAT TIME WAS ABOUT 20'. ONE REASON I WANTED TO RPT THIS WAS THAT WHEN I CAME TOWARD EL MONTE FROM BUR AND RPTED OVER SANTA ANITA FOR LNDG (ABOUT 35 MINS BEFORE THIS NEAR MISS) THE CTLR TOLD ME TO RPT ON THE 45 DEG ENTRY. AT THAT TIME I ASKED FOR A RIGHT BASE ENTRY. HE CURTLY SAID, 'SMA X, RPT ON THE 45.' I ACKNOWLEDGED THAT I WOULD. AFTER THE FLT I SPOKE WITH THE CHIEF PLT AT OUR CLUB AND ASKED IF A RIGHT BASE ENTRY WASN'T SAFER AND HE SAID IT WAS. I THINK THAT CTLR WAS IN TRNING BECAUSE ORDINARILY THE GUYS AT EL MONTE ARE TOPS.
