Narrative:
Flight lgb-smf. On normal climb from lgb experienced what appeared to be failure of the emergency dc bus 2. The systems operating off of this bus appeared to be lost (see attached list #1). It appeared other additional systems failed also (see attached list #2). At this time in my best judgement I felt this was an in-flight emergency. I declared an emergency and indicated the nature of said emergency with coast approach. I also indicated flight was going to land at lgb. I requested fire and crash trucks to be dispatched. The emergencys were evaluated and secured, including manual free-fall of the landing gear, per FARS, normal and abnormal checklists, company operations manual, emergency checklists per flight standards manual, aircraft flight manual and all rules and policies contained within these publications. The aircraft was safely landed back at lgb, with no harm to all 17 passenger on board. Supplemental information from acn 148725: upon landing we determined that we had a complete failure of emergency dc bus ii and a partial failure of dc bus ii.

Title: ACR LTT ON CLIMBOUT LOSES PART OF DC POWER BUS AND COMPLETE FAILURE OF EMERGENCY DC BUS #2. LTT PIC ELECTS TO RETURN AND LAND.
Narrative: FLT LGB-SMF. ON NORMAL CLB FROM LGB EXPERIENCED WHAT APPEARED TO BE FAILURE OF THE EMER DC BUS 2. THE SYSTEMS OPERATING OFF OF THIS BUS APPEARED TO BE LOST (SEE ATTACHED LIST #1). IT APPEARED OTHER ADDITIONAL SYSTEMS FAILED ALSO (SEE ATTACHED LIST #2). AT THIS TIME IN MY BEST JUDGEMENT I FELT THIS WAS AN INFLT EMER. I DECLARED AN EMER AND INDICATED THE NATURE OF SAID EMER WITH COAST APCH. I ALSO INDICATED FLT WAS GOING TO LAND AT LGB. I REQUESTED FIRE AND CRASH TRUCKS TO BE DISPATCHED. THE EMERS WERE EVALUATED AND SECURED, INCLUDING MANUAL FREE-FALL OF THE LNDG GEAR, PER FARS, NORMAL AND ABNORMAL CHKLISTS, COMPANY OPS MANUAL, EMER CHKLISTS PER FLT STANDARDS MANUAL, ACFT FLT MANUAL AND ALL RULES AND POLICIES CONTAINED WITHIN THESE PUBLICATIONS. THE ACFT WAS SAFELY LANDED BACK AT LGB, WITH NO HARM TO ALL 17 PAX ON BOARD. SUPPLEMENTAL INFO FROM ACN 148725: UPON LNDG WE DETERMINED THAT WE HAD A COMPLETE FAILURE OF EMER DC BUS II AND A PARTIAL FAILURE OF DC BUS II.
