Narrative:
After ATIS indicated man and equipment working on runway, controller told me not to overfly men and equipment. Taking this to mean land short (flying an small transport), I landed 1000-1500' short of men and equipment. No danger factor at all. A complete misunderstanding. Callback conversation with reporter revealed the following: reporter states that communications can be very confusing. Told by tower as well as ATIS of men and equipment on runway. Cleared to land on same runway. Last tower communication on short final was, 'do not overfly men and equipment.' since aircraft had short landing capability reporter did not overly men and equipment, but landed prior to the work area. Tower was trying to say, 'do not fly low over men and equipment.' an FAA inspector at the airport field a complaint but FAA has decided to drop the matter.

Title: SMT PLT MISINTERPRETS TWR CLRNC AND LANDS PRIOR TO AREA WHERE MEN AND EQUIPMENT ARE WORKING, INSTEAD OF BEYOND.
Narrative: AFTER ATIS INDICATED MAN AND EQUIP WORKING ON RWY, CTLR TOLD ME NOT TO OVERFLY MEN AND EQUIP. TAKING THIS TO MEAN LAND SHORT (FLYING AN SMT), I LANDED 1000-1500' SHORT OF MEN AND EQUIP. NO DANGER FACTOR AT ALL. A COMPLETE MISUNDERSTANDING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES THAT COMS CAN BE VERY CONFUSING. TOLD BY TWR AS WELL AS ATIS OF MEN AND EQUIP ON RWY. CLRED TO LAND ON SAME RWY. LAST TWR COM ON SHORT FINAL WAS, 'DO NOT OVERFLY MEN AND EQUIP.' SINCE ACFT HAD SHORT LNDG CAPABILITY RPTR DID NOT OVERLY MEN AND EQUIP, BUT LANDED PRIOR TO THE WORK AREA. TWR WAS TRYING TO SAY, 'DO NOT FLY LOW OVER MEN AND EQUIP.' AN FAA INSPECTOR AT THE ARPT FIELD A COMPLAINT BUT FAA HAS DECIDED TO DROP THE MATTER.
