Narrative:
Air carrier X were being worked by mcn approach and had been cleared for the visibility. Upon turning final we had not yet been switched to tower so the captain asked approach if he wanted us to change over. Approach replied, 'no', remain with him. On short final, I observed small aircraft Y turn from a left base to final directly ahead and below us. I called for a missed approach and went around. Approach had turned us over to tower only a few seconds before we observed the other aircraft.

Title: APCH CTL FAILED TO TURN ACR X OVER TO TWR IN ACCORDANCE WITH LOA. OPDEV.
Narrative: ACR X WERE BEING WORKED BY MCN APCH AND HAD BEEN CLRED FOR THE VIS. UPON TURNING FINAL WE HAD NOT YET BEEN SWITCHED TO TWR SO THE CAPT ASKED APCH IF HE WANTED US TO CHANGE OVER. APCH REPLIED, 'NO', REMAIN WITH HIM. ON SHORT FINAL, I OBSERVED SMA Y TURN FROM A L BASE TO FINAL DIRECTLY AHEAD AND BELOW US. I CALLED FOR A MISSED APCH AND WENT AROUND. APCH HAD TURNED US OVER TO TWR ONLY A FEW SECS BEFORE WE OBSERVED THE OTHER ACFT.
