Narrative:

After establishing communications with the cockpit; the ground crew stated 'ready for push and 'they' would like brake release.' I advised the push crew that it was not procedure to release brakes without push clearance; and to standby.I don't know who 'they' are but we all understand that it is against SOP to release brakes without pushback clearance. This is occurring on more of my flights and in san francisco in particular (about 50% of the time in sfo). There is a noticeable trend here in my experience and it is happening in many stations.
