Narrative:

I issued a clearance to an small transport to FL310. There was an medium large transport already at FL310. I observed the conflict between the aircraft and issued a clearance to the small transport to maintain FL290 when the mode C showed FL288. The small transport went above FL290 and said he was sorry and that he went through FL290 and was going back down. At the time of this situation, I was taking restrictive medication that the medical department and management knew about. The medication might have played a part.

Title: ARTCC RADAR CTLR ISSUED A CLRNC FOR AN ACFT TO CLIMB TO FL310 WHICH RESULTED IN LESS THAN STANDARD SEPARATION FROM ANOTHER ACFT AT FL310.

Narrative: I ISSUED A CLRNC TO AN SMT TO FL310. THERE WAS AN MLG ALREADY AT FL310. I OBSERVED THE CONFLICT BTWN THE ACFT AND ISSUED A CLRNC TO THE SMT TO MAINTAIN FL290 WHEN THE MODE C SHOWED FL288. THE SMT WENT ABOVE FL290 AND SAID HE WAS SORRY AND THAT HE WENT THROUGH FL290 AND WAS GOING BACK DOWN. AT THE TIME OF THIS SITUATION, I WAS TAKING RESTRICTIVE MEDICATION THAT THE MEDICAL DEPT AND MGMNT KNEW ABOUT. THE MEDICATION MIGHT HAVE PLAYED A PART.
