Narrative:
I was on a flight from kenai, ak, northbound over fire island to wasilla, ak. I called anc approach control on frequency 123.8. I was told to squawk xxab and was radar idented 23 mi south of anc. I advised them I was at 5500' and also turned on my altitude squawk and my landing light. I had no further communication with approach control until over fire island when I was told to switch to frequency 118.6 (I think). I dialed in the frequency and looked up and saw black exhaust smoke in front of me. It took a second or two before I saw a mdt Y type pulling the exhaust trail directly toward me. I observed him for another second and determined his track was going to cross by bow from left to right. Had I elected to make a right turn toward the reciprocal of his track and he passed about 400-500' off my right wing at precisely my altitude. I then had time to establish communication with anc approach. I advised them that I had just passed a mdt and they just rogered my remarks. Although my landing light had been on all the time, the mdt showed no sign of a turn so I doubt that he ever saw me. An interesting side note. I drove in to anc FSS to get this form. The lady on the briefing counter and the supervisor were both ignorant as to the existence of this NASA form. They looked several places and pulled out numerous FAA accident forms. The form was finally located but they had no idea what it was for.

Title: CLOSE PROX GA-SMA ACR-MDT OVER ANC VOR.
Narrative: I WAS ON A FLT FROM KENAI, AK, NBND OVER FIRE ISLAND TO WASILLA, AK. I CALLED ANC APCH CTL ON FREQ 123.8. I WAS TOLD TO SQUAWK XXAB AND WAS RADAR IDENTED 23 MI S OF ANC. I ADVISED THEM I WAS AT 5500' AND ALSO TURNED ON MY ALT SQUAWK AND MY LNDG LIGHT. I HAD NO FURTHER COM WITH APCH CTL UNTIL OVER FIRE ISLAND WHEN I WAS TOLD TO SWITCH TO FREQ 118.6 (I THINK). I DIALED IN THE FREQ AND LOOKED UP AND SAW BLACK EXHAUST SMOKE IN FRONT OF ME. IT TOOK A SECOND OR TWO BEFORE I SAW A MDT Y TYPE PULLING THE EXHAUST TRAIL DIRECTLY TOWARD ME. I OBSERVED HIM FOR ANOTHER SECOND AND DETERMINED HIS TRACK WAS GOING TO CROSS BY BOW FROM L TO R. HAD I ELECTED TO MAKE A R TURN TOWARD THE RECIPROCAL OF HIS TRACK AND HE PASSED ABOUT 400-500' OFF MY R WING AT PRECISELY MY ALT. I THEN HAD TIME TO ESTABLISH COM WITH ANC APCH. I ADVISED THEM THAT I HAD JUST PASSED A MDT AND THEY JUST ROGERED MY REMARKS. ALTHOUGH MY LNDG LIGHT HAD BEEN ON ALL THE TIME, THE MDT SHOWED NO SIGN OF A TURN SO I DOUBT THAT HE EVER SAW ME. AN INTERESTING SIDE NOTE. I DROVE IN TO ANC FSS TO GET THIS FORM. THE LADY ON THE BRIEFING COUNTER AND THE SUPVR WERE BOTH IGNORANT AS TO THE EXISTENCE OF THIS NASA FORM. THEY LOOKED SEVERAL PLACES AND PULLED OUT NUMEROUS FAA ACCIDENT FORMS. THE FORM WAS FINALLY LOCATED BUT THEY HAD NO IDEA WHAT IT WAS FOR.
