Narrative:

I was cleared into position and hold on the runway. There was an airplane on the landing roll out approximately 5000' down the runway and another airplane, which was cleared to land, approximately 1 1/2 mi out on a visibility approach. The tower asked the airplane on rollout if he could make the next turnoff. The pilot confirmed he could. In anticipation of immediate takeoff clearance, I advanced throttles. The tower issued me the normal 'start' of a takeoff clearance (wind information, traffic on short final, west/O delay). The tower, however, never cleared me for takeoff. When I heard the beginning of the transmission, I released the brakes. The airplane on the landing rollout did not turn off the runway as he indicated he would. The tower asked me to turn off the runway at the next taxiway. I did. I never came closer than 1 mi to the airplane on landing rollout. The airplane on approach was not forced to go around. To prevent this in the future, pilots should be reminded to never start a takeoff roll west/O a proper clearance.

Title: ATC FRT FLT CREW 'ANTICIPATES' TKF CLRNC, STARTS ROLL TOO EARLY AND HAS TO ABORT.

Narrative: I WAS CLRED INTO POS AND HOLD ON THE RWY. THERE WAS AN AIRPLANE ON THE LNDG ROLL OUT APPROX 5000' DOWN THE RWY AND ANOTHER AIRPLANE, WHICH WAS CLRED TO LAND, APPROX 1 1/2 MI OUT ON A VIS APCH. THE TWR ASKED THE AIRPLANE ON ROLLOUT IF HE COULD MAKE THE NEXT TURNOFF. THE PLT CONFIRMED HE COULD. IN ANTICIPATION OF IMMEDIATE TKOF CLRNC, I ADVANCED THROTTLES. THE TWR ISSUED ME THE NORMAL 'START' OF A TKOF CLRNC (WIND INFO, TFC ON SHORT FINAL, W/O DELAY). THE TWR, HOWEVER, NEVER CLRED ME FOR TKOF. WHEN I HEARD THE BEGINNING OF THE XMISSION, I RELEASED THE BRAKES. THE AIRPLANE ON THE LNDG ROLLOUT DID NOT TURN OFF THE RWY AS HE INDICATED HE WOULD. THE TWR ASKED ME TO TURN OFF THE RWY AT THE NEXT TXWY. I DID. I NEVER CAME CLOSER THAN 1 MI TO THE AIRPLANE ON LNDG ROLLOUT. THE AIRPLANE ON APCH WAS NOT FORCED TO GO AROUND. TO PREVENT THIS IN THE FUTURE, PLTS SHOULD BE REMINDED TO NEVER START A TKOF ROLL W/O A PROPER CLRNC.
