Narrative:
We were approximately 1/2 mi from T/D and going through approximately 400 to 500', when we noticed an light transport start to taxi onto the runway in front of us. The time was around am:xy. The light transport Y started his departure roll and we began a go-around while informing the tower of our go-around. The tower started to question our go-around, but then realized what had happened. The light transport lifted off in front of us and we had to make a climbing right turn to avoid collision. We missed the light transport Y by about 200' horizontal and 50 ' vertical. The tower then gave us a 200 degree heading for our go-around. He told Y that he had just made a departure west/O a clearance to do so. We were given a 170 degree heading and turned over to departure control. We were then vectored back to the airport and landed on runway 9R. Upon landing and taxiing to the gate, I called company to let them know of the incident. After our conversation, I called the tower and filed a near miss.

Title: NMAC.
Narrative: WE WERE APPROX 1/2 MI FROM T/D AND GOING THROUGH APPROX 400 TO 500', WHEN WE NOTICED AN LTT START TO TAXI ONTO THE RWY IN FRONT OF US. THE TIME WAS AROUND AM:XY. THE LTT Y STARTED HIS DEP ROLL AND WE BEGAN A GO-AROUND WHILE INFORMING THE TWR OF OUR GO-AROUND. THE TWR STARTED TO QUESTION OUR GO-AROUND, BUT THEN REALIZED WHAT HAD HAPPENED. THE LTT LIFTED OFF IN FRONT OF US AND WE HAD TO MAKE A CLBING R TURN TO AVOID COLLISION. WE MISSED THE LTT Y BY ABOUT 200' HORIZ AND 50 ' VERT. THE TWR THEN GAVE US A 200 DEG HDG FOR OUR GO-AROUND. HE TOLD Y THAT HE HAD JUST MADE A DEP W/O A CLRNC TO DO SO. WE WERE GIVEN A 170 DEG HDG AND TURNED OVER TO DEP CTL. WE WERE THEN VECTORED BACK TO THE ARPT AND LANDED ON RWY 9R. UPON LNDG AND TAXIING TO THE GATE, I CALLED COMPANY TO LET THEM KNOW OF THE INCIDENT. AFTER OUR CONVERSATION, I CALLED THE TWR AND FILED A NEAR MISS.
