Narrative:

We had been flying the 'red eye' from the west coast all night and had earlier made a stop in ind. Bwi was our home base and this was the last leg of the trip. Our WX package has NOTAMS in it and leaving ind, our update showed a NOTAM for the CAT ii ILS runway 10 at bwi out of service. Approaching bwi, the ATIS called the WX 1 X 3/8 F RVR 2600 runway 10. No mention was made of the CAT ii. On approach frequency, they gave us the threshold RVR 2600 and the roll out of 2400, then they cleared us for the ILS runway 10 approach. No mention was made of the CAT ii approach by approach control, so we set up and flew the ILS which has a DH of 200' AGL. I had assumed that aircraft were getting in even though the ceiling was reported 100'. At decision height, the runway was not in sight so we executed a missed approach. On the missed approach the tower says he gave us a left turn to 280 degrees (that's 180 degrees from our heading). The copilot and I both thought he said a right turn and executed it to the right. No traffic conflict was encountered. On downwind, I asked approach if the catte ii runway 10 was out of service. He said it was in service. The NOTAM was incorrect. (We heard another aircraft landing however, no one that we heard was being cleared for CAT ii approachs). We were set up for another approach and I can't remember if he specifically cleared us for a CAT ii this time or not, but we executed a CAT ii approach and landed. On the ground, I called and talked with approach and the tower about the approach being utilized and our incorrect ma turn. They said even though it was a 100' ceiling, the RVR did not require CAT ii approachs and they are right, (I don't know how the other aircraft were getting in on the CAT I ILS. The ceiling was just at 100'). If I had been a little more thoughtful, I would have requested the CAT ii approach from the beginning, but our mind set was it was not available. I believe fatigue and back of the clock flying was also a minor factor.

Title: ATC ALLEGES ACR MLG TURNED THE WRONG WAY MAKING A GO AROUND FROM AN ILS APCH TO BWI.

NO MENTION WAS MADE OF THE CAT II APCH BY APCH CTL, SO WE SET UP AND FLEW THE ILS WHICH HAS A DH OF 200' AGL. I HAD ASSUMED THAT ACFT WERE GETTING IN EVEN THOUGH THE CEILING WAS RPTED 100'. AT DECISION HEIGHT, THE RWY WAS NOT IN SIGHT SO WE EXECUTED A MISSED APCH. ON THE MISSED APCH THE TWR SAYS HE GAVE US A L TURN TO 280 DEGS (THAT'S 180 DEGS FROM OUR HDG). THE NOTAM WAS INCORRECT. (WE HEARD ANOTHER ACFT LNDG HOWEVER, NO ONE THAT WE HEARD WAS BEING CLRED FOR CAT II APCHS). WE WERE SET UP FOR ANOTHER APCH AND I CAN'T REMEMBER IF HE SPECIFICALLY CLRED US FOR A CAT II THIS TIME OR NOT, BUT WE EXECUTED A CAT II APCH AND LANDED. ON THE GND, I CALLED AND TALKED WITH APCH AND THE TWR ABOUT THE APCH BEING UTILIZED AND OUR INCORRECT MA TURN. THEY SAID EVEN THOUGH IT WAS A 100' CEILING, THE RVR DID NOT REQUIRE CAT II APCHS AND THEY ARE RIGHT, (I DON'T KNOW HOW THE OTHER ACFT WERE GETTING IN ON THE CAT I ILS. THE CEILING WAS JUST AT 100'). IF I HAD BEEN A LITTLE MORE THOUGHTFUL, I WOULD HAVE REQUESTED THE CAT II APCH FROM THE BEGINNING, BUT OUR MIND SET WAS IT WAS NOT AVAILABLE. I BELIEVE FATIGUE AND BACK OF THE CLOCK FLYING WAS ALSO A MINOR FACTOR.
