Narrative:
Small aircraft X was an overflt, level at 13000', deviating west of course (due to some WX build-ups, circuit breaker's). Cleared direct to cvi when able. Flight Y was a flight of 2 fgt's climbing out of gsb AFB proceeding to R5314, requesting 13000'. Flight Y was issued a clearance to 12000' and given clearance to proceed direct eegel (a short cut requested by the pilot). When I saw fgt Y altitude readout of 12200', I asked him his altitude, he said he was climbing to 13000'. I gave fgt Y an immediate descent clearance to 12000' and called the traffic (small aircraft X) to him. He said the traffic was not a factor. I told small aircraft X about the fgt's and that fgt Y said they had him in sight. I then notified the area supervisor of the situation and told the fgt Y pilot that an altitude deviation may have occurred and that he could contact the washington center quality assurance office for more information. According to quality assurance, the computer conflict alert and 'snitch' functions never activated and that it was not possible to tell by reviewing the frequency tape what altitude fgt Y read back when assigned 12000'.

Narrative: SMA X WAS AN OVERFLT, LEVEL AT 13000', DEVIATING W OF COURSE (DUE TO SOME WX BUILD-UPS, CB'S). CLRED DIRECT TO CVI WHEN ABLE. FLT Y WAS A FLT OF 2 FGT'S CLBING OUT OF GSB AFB PROCEEDING TO R5314, REQUESTING 13000'. FLT Y WAS ISSUED A CLRNC TO 12000' AND GIVEN CLRNC TO PROCEED DIRECT EEGEL (A SHORT CUT REQUESTED BY THE PLT). WHEN I SAW FGT Y ALT READOUT OF 12200', I ASKED HIM HIS ALT, HE SAID HE WAS CLBING TO 13000'. I GAVE FGT Y AN IMMEDIATE DSNT CLRNC TO 12000' AND CALLED THE TFC (SMA X) TO HIM. HE SAID THE TFC WAS NOT A FACTOR. I TOLD SMA X ABOUT THE FGT'S AND THAT FGT Y SAID THEY HAD HIM IN SIGHT. I THEN NOTIFIED THE AREA SUPVR OF THE SITUATION AND TOLD THE FGT Y PLT THAT AN ALT DEV MAY HAVE OCCURRED AND THAT HE COULD CONTACT THE WASHINGTON CTR QUALITY ASSURANCE OFFICE FOR MORE INFO. ACCORDING TO QUALITY ASSURANCE, THE COMPUTER CONFLICT ALERT AND 'SNITCH' FUNCTIONS NEVER ACTIVATED AND THAT IT WAS NOT POSSIBLE TO TELL BY REVIEWING THE FREQ TAPE WHAT ALT FGT Y READ BACK WHEN ASSIGNED 12000'.
