Narrative:

Pilot has been based in lax for many years; and is familiar with arrivals from the north into sna. In the past there were no RNAV arrivals; which drove the requirement for vectors from ATC after benet at 11000 for arrivals to runway 20R. Many pilots are not familiar with the lax class B airspace layout; and that it impacts arrivals along this course. Flying below the class B requires the speed reduction to 200 kts. We used to do this once we broke the 7000 foot floor enroute to sna class C airspace. Now there is an RNAV arrival; we were on the TILLT2. The fix laxbb is clearly under the lax class B and the requirement is to arrive at 5000 feet. We planned and executed a speed reduction to 200 knots. We also queried socal TRACON as to the restriction. Controller told us she did not care. We still flew the 200 knots as we did not believe she could waive the far requirement. Pilots are getting led down the path of violations because they are not familiar.

Title: B737 Captain reported the TILLT2 RNAV arrival into SNA has a segment operating below the LAX Class B that requires a speed reduction to 200 kts and controllers seem unaware and unconcerned.
