Narrative:
Pom 4 departure from ont issued by ATC clearance delivery. 19 NM west of pom VOR on 274 degree right is a restriction to cross at 14000' MSL. Altitude assigned by ATC clearance delivery was 14000' MSL. On taxi-out, ground revised assigned altitude to 10000' MSL. Upon takeoff clearance, we were assigned to maintain 5000' MSL. First departure controller said to cross pom VOR below 8000' MSL, maintain 10000' MSL. We complied. 12 NM west of pom VOR, departure said to cross 19 DME fix west of pom VOR at 14000' MSL. We were climbing through approximately 8400' MSL. I had the first officer advise departure that we could not make the restriction. He was then upset and asked if we had advised ground controllers that we could not make the restriction. The first officer replied no. We could have made the restriction if ATC had not given us the 2 previous restrictions in altitude. The 14000' crossing restriction had ben negated by ATC assigning us 10000' MSL on taxi, and then 5000' with takeoff clearance. There was no way we could have climbed from 8500' MSL to 14000' MSL in 7 mi at 164000# gross weight.

Narrative: POM 4 DEP FROM ONT ISSUED BY ATC CLRNC DELIVERY. 19 NM W OF POM VOR ON 274 DEG R IS A RESTRICTION TO CROSS AT 14000' MSL. ALT ASSIGNED BY ATC CLRNC DELIVERY WAS 14000' MSL. HE WAS THEN UPSET AND ASKED IF WE HAD ADVISED GND CTLRS THAT WE COULD NOT MAKE THE RESTRICTION. THE F/O REPLIED NO. WE COULD HAVE MADE THE RESTRICTION IF ATC HAD NOT GIVEN US THE 2 PREVIOUS RESTRICTIONS IN ALT. THE 14000' XING RESTRICTION HAD BEN NEGATED BY ATC ASSIGNING US 10000' MSL ON TAXI, AND THEN 5000' WITH TKOF CLRNC. THERE WAS NO WAY WE COULD HAVE CLBED FROM 8500' MSL TO 14000' MSL IN 7 MI AT 164000# GROSS WT.
