Narrative:
We were on the sandia 1 departure from abq. We were on a 310 degree heading passing the 002 degree right 16 DME at 12500' and climbing 2500-3000 FPM. At this time I saw an small aircraft coming right at us in our 3 O'clock position. I could tell immediately it would be close, but he would pass slightly behind us. Departure control had pointed out 2 or 3 other VFR targets, but not this one. I think an encoding transponder is required at 12500' and above.

Title: NMAC.
Narrative: WE WERE ON THE SANDIA 1 DEP FROM ABQ. WE WERE ON A 310 DEG HDG PASSING THE 002 DEG R 16 DME AT 12500' AND CLBING 2500-3000 FPM. AT THIS TIME I SAW AN SMA COMING RIGHT AT US IN OUR 3 O'CLOCK POS. I COULD TELL IMMEDIATELY IT WOULD BE CLOSE, BUT HE WOULD PASS SLIGHTLY BEHIND US. DEP CTL HAD POINTED OUT 2 OR 3 OTHER VFR TARGETS, BUT NOT THIS ONE. I THINK AN ENCODING XPONDER IS REQUIRED AT 12500' AND ABOVE.
