Narrative:
I was working ground control and was just starting to look towards the intersection of a runway and taxiways where they cross the left runway when I heard local say 'aircraft X stop' two times quickly. I was comprehending what was going on simultaneously with local controls instruction. Aircraft Y [was] about to rotate passing in front of aircraft X on taxiway tango; [as] aircraft X was crossing the hold line. Aircraft X [came] to a stop before crossing the runway and being impacted by aircraft X. I draw no other conclusion than if local control did not notice and say stop as quickly as they did; there would have been a 100% chance of a very grave impact. There was absolutely no chance I could have said anything like 'watch out; stop that guy!'; as there was absolutely zero time for that to occur.
