Narrative:
Large transport X was issued a crossing restriction to cross kraft (A300) at/or before XA47Z at mach .80. Pilot acknowledged clearance, then crossed kraft at XA48Z. The problem was observed on radar, aircraft was on arinc frequency. The large transport Y in trail with large transport X was reclred from at/or after XA57Z to at/after XA58Z to ensure the 10 mins in trail (required minimum). I do not believe large transport X understands ATC restrictions and this is a foreign flag ship. This situation happens routinely with this air carrier and is a weakness in the system similar to the foreign air carrier crash in ny.

Title: FLT CREW DID NOT COMPLY WITH AN ATC RESTRICTION.
Narrative: LGT X WAS ISSUED A XING RESTRICTION TO CROSS KRAFT (A300) AT/OR BEFORE XA47Z AT MACH .80. PLT ACKNOWLEDGED CLRNC, THEN CROSSED KRAFT AT XA48Z. THE PROB WAS OBSERVED ON RADAR, ACFT WAS ON ARINC FREQ. THE LGT Y IN TRAIL WITH LGT X WAS RECLRED FROM AT/OR AFTER XA57Z TO AT/AFTER XA58Z TO ENSURE THE 10 MINS IN TRAIL (REQUIRED MINIMUM). I DO NOT BELIEVE LGT X UNDERSTANDS ATC RESTRICTIONS AND THIS IS A FOREIGN FLAG SHIP. THIS SITUATION HAPPENS ROUTINELY WITH THIS ACR AND IS A WEAKNESS IN THE SYS SIMILAR TO THE FOREIGN ACR CRASH IN NY.
