Narrative:
I was given permission to taxi to runway 33. WX was fog, estimated ceiling 300'. Tower could not see approach end of runway 33. Ground controller then said, 'position and hold runway 33.' I responded with 'ok, we'll go around the big guy (an mlt).' there was no reply. My passenger and I heard her instructions clearly. I taxied to the active runway just as an aircraft was on final over our heads. He passed well over me and noted, 'tower, there is an aircraft on the runway.' tower replied, 'there should be no one on the runway.' I replied that it was me, that I was told to be there and was moving off as soon as possible. It was a foggy day. The mlt was still holding. Another aircraft was on the south end holding to cross the active to get fuel on the north side. There was a large circular area to the south of the holding taxiway. I pulled in there, thinking it was well out of the way. The tanker commented that I was not behind the hold line. Tower commanded me to move behind the hold line. Up to then I had not seen the hold line. I felt that I was well off the path and not behind the large jet. I moved immediately. Contributing factors: fog (tower could not see the area). Wrong clearance issued by ground. Ground should have said 'hold short runway 33 in sequence, contact tower.' I should have required an acknowledgement from ground on the clearance. I will in the future question authority who issue directives I have doubts about. As to the failure to hold behind the hold lines, I was shaken by the experience in the fog; I simply did not see the hold line in the large runup circle. (The hold line actually bisects the circular runup area.)
Original NASA ASRS Text
Title: SMA PLT AWAITING DEP AT BGR BELIEVES HE IS CLEARED INTO POSITION AND HOLD BY GND CTLR. TAXIES INTO POSITION AND IS IMMEDIATELY OVERFLOWN BY A LNDG ACFT.
Narrative: I WAS GIVEN PERMISSION TO TAXI TO RWY 33. WX WAS FOG, ESTIMATED CEILING 300'. TWR COULD NOT SEE APCH END OF RWY 33. GND CTLR THEN SAID, 'POS AND HOLD RWY 33.' I RESPONDED WITH 'OK, WE'LL GO AROUND THE BIG GUY (AN MLT).' THERE WAS NO REPLY. MY PAX AND I HEARD HER INSTRUCTIONS CLEARLY. I TAXIED TO THE ACTIVE RWY JUST AS AN ACFT WAS ON FINAL OVER OUR HEADS. HE PASSED WELL OVER ME AND NOTED, 'TWR, THERE IS AN ACFT ON THE RWY.' TWR REPLIED, 'THERE SHOULD BE NO ONE ON THE RWY.' I REPLIED THAT IT WAS ME, THAT I WAS TOLD TO BE THERE AND WAS MOVING OFF ASAP. IT WAS A FOGGY DAY. THE MLT WAS STILL HOLDING. ANOTHER ACFT WAS ON THE S END HOLDING TO CROSS THE ACTIVE TO GET FUEL ON THE N SIDE. THERE WAS A LARGE CIRCULAR AREA TO THE S OF THE HOLDING TXWY. I PULLED IN THERE, THINKING IT WAS WELL OUT OF THE WAY. THE TANKER COMMENTED THAT I WAS NOT BEHIND THE HOLD LINE. TWR COMMANDED ME TO MOVE BEHIND THE HOLD LINE. UP TO THEN I HAD NOT SEEN THE HOLD LINE. I FELT THAT I WAS WELL OFF THE PATH AND NOT BEHIND THE LARGE JET. I MOVED IMMEDIATELY. CONTRIBUTING FACTORS: FOG (TWR COULD NOT SEE THE AREA). WRONG CLRNC ISSUED BY GND. GND SHOULD HAVE SAID 'HOLD SHORT RWY 33 IN SEQUENCE, CONTACT TWR.' I SHOULD HAVE REQUIRED AN ACKNOWLEDGEMENT FROM GND ON THE CLRNC.
