Narrative:
Departing lga our initial clearance altitude was 5000'. When lga departure control was contacted they clrd us to 15000'. I acknowledged the clearance to 15000'. Then, when ny departure was contacted with the report of climbing to 15000', departure control acknowledged and advised to stand by for higher. Shortly after leveling at 15000', departure control asked us to verify our altitude as 15000'. We did and a different voice on what sounded like a different transmitter clrd us to 14000', followed immediately by the original voice clearing us to 17000'. We asked for confirmation and received clearance to 17000'. We were either given the wrong altitude by lga departure control or someone on an unauthorized radio gave us a clearance to 14000'. Supplemental information from acn 80419: the center radios were unreadable with several complaints from other aircraft in the area. This could have been a contributing factor in the incident.

Title: DURING CLIMB TALKING WITH DEP CTLR RECEIVED AN ERRONEOUS CLRNC TO DESCEND TO 14000' NOT ISSUED BY CTLR. IMMEDIATELY RECEIVED CLRNC FROM CTLR TO CLIMB TO 17000'.
Narrative: DEPARTING LGA OUR INITIAL CLRNC ALT WAS 5000'. WHEN LGA DEP CTL WAS CONTACTED THEY CLRD US TO 15000'. I ACKNOWLEDGED THE CLRNC TO 15000'. THEN, WHEN NY DEP WAS CONTACTED WITH THE RPT OF CLBING TO 15000', DEP CTL ACKNOWLEDGED AND ADVISED TO STAND BY FOR HIGHER. SHORTLY AFTER LEVELING AT 15000', DEP CTL ASKED US TO VERIFY OUR ALT AS 15000'. WE DID AND A DIFFERENT VOICE ON WHAT SOUNDED LIKE A DIFFERENT TRANSMITTER CLRD US TO 14000', FOLLOWED IMMEDIATELY BY THE ORIGINAL VOICE CLEARING US TO 17000'. WE ASKED FOR CONFIRMATION AND RECEIVED CLRNC TO 17000'. WE WERE EITHER GIVEN THE WRONG ALT BY LGA DEP CTL OR SOMEONE ON AN UNAUTH RADIO GAVE US A CLRNC TO 14000'. SUPPLEMENTAL INFORMATION FROM ACN 80419: THE CENTER RADIOS WERE UNREADABLE WITH SEVERAL COMPLAINTS FROM OTHER ACFT IN THE AREA. THIS COULD HAVE BEEN A CONTRIBUTING FACTOR IN THE INCIDENT.
