Narrative:
We were cleared for takeoff on 24L; while still taxiing west on east. Shortly after taking the runway; increasing thrust; and performing a quick crosscheck of the engine instruments; I looked up and saw the runway status lights (rwsl) illuminate red momentarily. Before I could react; the lights went out. Assuming an aircraft had just crossed and cleared the runway; I elected to continue. Shortly after; we heard tower tell a company aircraft to stop. My first officer immediately told me he could see that the aircraft was stopped on taxiway Z.after takeoff; my first officer stated that it looked like the company aircraft may have in fact been across the holding line at taxiway Z and runway 24L (hot spot 2).what bothers me about this incident is why the rwsls did not stay illuminated if there was a threat. This is not my or my first officer's understanding of how they are supposed to work. We received no warning from the tower controller either.
