Base leg gumps check 20 degree flaps, 95 KIAS, wind 290 degrees at 7 KTS. Final slowed to 85 KIAS. 3 green lights. T/D just after the #south. Stall warning beeped at T/D. Pilot was slow enough to turn off at diagonals. Instrument glanced for traffic on taxiway. Pilot inadvertently put gear up instead of flaps.
