Narrative:

A runway change was in progress with hazy conditions when a student pilot in small aircraft X became confused with amended instructions. Cga Y was departing runway 27L. Small aircraft X inbound from the southwest was changed from downwind runway 27L to right base runway 9R. Due to decreased visibility, small aircraft X wax not visly observed but the target on the BRITE radar showed him approximately 1 mi southwest on right base. Cga Y started departure roll. Small aircraft X joined final runway 9R and cga Y expedited climb. Small aircraft X was told to descend. Cga Y saw small aircraft X. Small aircraft X was informed of cga Y departure from runway 27L but it was apparent he didn't understand or comprehend.

SMA X JOINED FINAL RWY 9R AND CGA Y EXPEDITED CLB. SMA X WAS TOLD TO DSND. CGA Y SAW SMA X. SMA X WAS INFORMED OF CGA Y DEP FROM RWY 27L BUT IT WAS APPARENT HE DIDN'T UNDERSTAND OR COMPREHEND.
