Narrative:
MTR X was touch and go on runway 12 and restr to remain west of runway 17/35 on his crosswind for traffic on runway 17. MTR X acknowledged and read back restriction. He then broke his restriction by continuing straight and had to be told by my trnee working local control to 'turn right now!' at that time there was an small aircraft Y taking off of runway 17 near the intersection of runway 12 and another small aircraft on 1/2 mi final to runway 35 in right turn for east circle, left downwind to runway 17. Callback conversation with reporter revealed the following information. Reporter gave address and experience in ATC. Trnee was just about checked out on all positions, but this incident delayed sign off. Reporter gave information to facility manager, but not sure what he did with it. Doesn't know if near midair collision report was sent. Only pilot complaint was from small aircraft Y stating that it was close. Reporter took the position from the trnee when he observed MTR not making turn. No conflicts with landing small aircraft.

Title: MIL ACFT MAKING TOUCH AND GO'S ON INTERSECTING RWYS CAME IN CLOSE PROX TO A DEPARTING SMA ON ANOTHER RWY.
Narrative: MTR X WAS TOUCH AND GO ON RWY 12 AND RESTR TO REMAIN W OF RWY 17/35 ON HIS XWIND FOR TFC ON RWY 17. MTR X ACKNOWLEDGED AND READ BACK RESTRICTION. HE THEN BROKE HIS RESTRICTION BY CONTINUING STRAIGHT AND HAD TO BE TOLD BY MY TRNEE WORKING LC TO 'TURN R NOW!' AT THAT TIME THERE WAS AN SMA Y TAKING OFF OF RWY 17 NEAR THE INTXN OF RWY 12 AND ANOTHER SMA ON 1/2 MI FINAL TO RWY 35 IN R TURN FOR E CIRCLE, L DOWNWIND TO RWY 17. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR GAVE ADDRESS AND EXPERIENCE IN ATC. TRNEE WAS JUST ABOUT CHKED OUT ON ALL POSITIONS, BUT THIS INCIDENT DELAYED SIGN OFF. RPTR GAVE INFO TO FAC MGR, BUT NOT SURE WHAT HE DID WITH IT. DOESN'T KNOW IF NMAC RPT WAS SENT. ONLY PLT COMPLAINT WAS FROM SMA Y STATING THAT IT WAS CLOSE. RPTR TOOK THE POS FROM THE TRNEE WHEN HE OBSERVED MTR NOT MAKING TURN. NO CONFLICTS WITH LNDG SMA.
