Narrative:
En route from dayton, oh, to 'oshkosh', wi contacted 'chicago' center at 'knox' VOR for traffic advisories and handoff to chicago approach to keep from having problems with the TCA. Center turned me over to approach control 12 mi east of meigs airport at xx:00Z, approach gave me a transponder code, and then told me that I was inside the TCA. I told the controller that I thought that center had handed me off to approach. The controller then requested that I climb to 7500' MSL to leave the TCA. I climbed to 8500' MSL at this time. I could not believe that center and approach had not informed me that VFR's were not being handled in the TCA. I simply wanted radar service in order to avoid problems with the TCA. It seemed to me that the controllers, rather than trying to help, treated me as an adversary. I would suggest that the controllers handoff traffic in enough time to establish airspace clearance with the next sector and try to be helpful when it comes to airspace limits. I believe that the controllers were playing a game with me.

Title: CTLR CLAIMED THAT THE PLT FLEW INTO ORD'S TCA WITHOUT ATC CLRNC.
Narrative: ENRTE FROM DAYTON, OH, TO 'OSHKOSH', WI CONTACTED 'CHICAGO' CTR AT 'KNOX' VOR FOR TFC ADVISORIES AND HDOF TO CHICAGO APCH TO KEEP FROM HAVING PROBS WITH THE TCA. CTR TURNED ME OVER TO APCH CTL 12 MI E OF MEIGS ARPT AT XX:00Z, APCH GAVE ME A XPONDER CODE, AND THEN TOLD ME THAT I WAS INSIDE THE TCA. I TOLD THE CTLR THAT I THOUGHT THAT CTR HAD HANDED ME OFF TO APCH. THE CTLR THEN REQUESTED THAT I CLB TO 7500' MSL TO LEAVE THE TCA. I CLBED TO 8500' MSL AT THIS TIME. I COULD NOT BELIEVE THAT CTR AND APCH HAD NOT INFORMED ME THAT VFR'S WERE NOT BEING HANDLED IN THE TCA. I SIMPLY WANTED RADAR SVC IN ORDER TO AVOID PROBS WITH THE TCA. IT SEEMED TO ME THAT THE CTLRS, RATHER THAN TRYING TO HELP, TREATED ME AS AN ADVERSARY. I WOULD SUGGEST THAT THE CTLRS HDOF TFC IN ENOUGH TIME TO ESTABLISH AIRSPACE CLRNC WITH THE NEXT SECTOR AND TRY TO BE HELPFUL WHEN IT COMES TO AIRSPACE LIMITS. I BELIEVE THAT THE CTLRS WERE PLAYING A GAME WITH ME.
