Narrative:
On the koa (kailua-kona; hi) 11-1 (ILS or localizer DME rwy 17) chart; the upp transition is not labeled as an IAF (initial approach fix). The other transitions are labeled as iafs. On all of the other approaches to rwy 17 (charts 12-1; 12-20; and 13-1); the upp transition is labeled as an IAF. This makes me think upp should be labeled as an IAF on the 11-1 chart as well. A few years ago it used to be; but somewhere along the line the IAF label for upp dropped off the 11-1 chart. Please check to see if this is intentional or a charting error.

Title: Air carrier Captain reported UPP VOR is not labeled as an IAF on the KOA ILS or LOC Runway 17 Approach like it is on other approaches. However; there is an IAF on the transition from UPP VOR. It does not appear to be a charting error.
