Narrative:
I was working dca [and] was in a south configuration. Dcafr was open because [vip] was going to be leaving soon and there was a significant amount of traffic. When we heard the 3 minutes to lift call aircraft X was already south of P56B and could have landed with absolutely no effect on the [vip] movement. The tower broke aircraft X out anyway. There was no need for the arrival to go around for the helicopter that was still on the ground and wouldn't have even been airborne until after aircraft X had landed.we have to get some sort of SOP for these vip movements because it's different every time so we don't know what to expect. There needs to be better communication with [controlling agency] to let them know what impact there is to the operation at dca.
