Narrative:

On departure from ont departure control asked if air carrier X could cross dowst intersection at or above 14000'. We replied yes. On handoff to ZLA he issued further climb to FL230 and came back with 'cross dowst at 140 if you're able.' we had relaxed climb rate somewhat and crossed dowst about 13000', thinking ZLA had cancelled hard/fast crossing restriction. Misunderstanding.
