Narrative:
I was inbound to land. On initial contact with prc tower on 128.75, I was requested to report on a 6 mi 45 for right traffic runway 21. Upon reporting the 6 mi 45, I was instructed to contact prc tower on 125.3. On the third attempt to raise the tower, they responded and requested I report at 2 mi on the 45. Upon reporting the 2 mi 45 I was instructed to report downwind abeam the tower. While entering on the 45 I scanned for traffic several times (lifting my right wing each time) looking to the crosswind and downwind sections of the pattern. Just before I was about to turn downwind I saw the other plane at my 1-2 O'clock position and lower. I made a climbing left turn and informed the tower that I would be staying outside of the traffic and that I would be following it. I was never advised of the traffic. I never heard the traffic advised of me, and I never heard any communications between the traffic and the tower that would have called my attention to the position of the other aircraft. After landing, I talked with the pilot of the other aircraft. He was doing touch and go's (solo) and said he was never advised either and began a descent to about 5800' (tpa = 6000') when he saw we were getting close.

Title: SMA ENTERING THE TRAFFIC PATTERN HAS NMAC WITH ANOTHER ACFT ON DOWNWIND.
Narrative: I WAS INBND TO LAND. ON INITIAL CONTACT WITH PRC TWR ON 128.75, I WAS REQUESTED TO RPT ON A 6 MI 45 FOR RIGHT TFC RWY 21. UPON RPTING THE 6 MI 45, I WAS INSTRUCTED TO CONTACT PRC TWR ON 125.3. ON THE THIRD ATTEMPT TO RAISE THE TWR, THEY RESPONDED AND REQUESTED I RPT AT 2 MI ON THE 45. UPON RPTING THE 2 MI 45 I WAS INSTRUCTED TO RPT DOWNWIND ABEAM THE TWR. WHILE ENTERING ON THE 45 I SCANNED FOR TFC SEVERAL TIMES (LIFTING MY RIGHT WING EACH TIME) LOOKING TO THE XWIND AND DOWNWIND SECTIONS OF THE PATTERN. JUST BEFORE I WAS ABOUT TO TURN DOWNWIND I SAW THE OTHER PLANE AT MY 1-2 O'CLOCK POS AND LOWER. I MADE A CLBING LEFT TURN AND INFORMED THE TWR THAT I WOULD BE STAYING OUTSIDE OF THE TFC AND THAT I WOULD BE FOLLOWING IT. I WAS NEVER ADVISED OF THE TFC. I NEVER HEARD THE TFC ADVISED OF ME, AND I NEVER HEARD ANY COMS BTWN THE TFC AND THE TWR THAT WOULD HAVE CALLED MY ATTN TO THE POS OF THE OTHER ACFT. AFTER LNDG, I TALKED WITH THE PLT OF THE OTHER ACFT. HE WAS DOING TOUCH AND GO'S (SOLO) AND SAID HE WAS NEVER ADVISED EITHER AND BEGAN A DSNT TO ABOUT 5800' (TPA = 6000') WHEN HE SAW WE WERE GETTING CLOSE.
