Narrative:
10 NM southwest manteca VOR, heading 030 degrees at 5500'. Contacted castle AFB approach control. Squawk code and identify confirmed. Requested flight following to columbia. Aircraft sighted (small aircraft blue on white) on direct opp course (head-on collision imminent) at same altitude. Immediate hard starboard turn initiated. Other aircraft took no evasive action until after I had initiated turn. No advice of other aircraft from castle AFB. Castle notified of near miss. No reply. Subsequently requested by castle approach to switch to 125.1, stockton approach. Repeated (4-5) calls to stockton with no reply. Changed frequencys back to 120.95. Requested radio check (ok). Went back to 125.1 and no reply. Returned to castle frequency. Requested castle flight following as no reply stockton!
