Narrative:
Both aircraft inbound to tallahassee, fl, deviating for WX. Small transport descended to 11000'. Light transport was level at 10000'. Small transport was out front, however, light transport was faster. Sep was compromised when small transport left 11000'. Callback conversation revealed the following information. Reporter stated that the incident occurred approximately at tlh 146/44 fix. He had made a radar handoff to tlh approach and changed the small transport to approach. Approach issued a descent clearance to the small transport. The light transport had also been handed off to approach, but he had not switched frequency. Reporter stated that he had been recertified, but he has not completed all the over-the-shoulder performance checks.

Title: RADAR SEPARATION WAS LOST WHEN AN ACFT WAS DESCENED TO A LOWER ALT BY THE APCH CTLR AND AN ACFT UNDER THE CTL OF THE ARTCC RADAR CTLR OVERTOOK THE ACFT.
Narrative: BOTH ACFT INBND TO TALLAHASSEE, FL, DEVIATING FOR WX. SMT DSNDED TO 11000'. LTT WAS LEVEL AT 10000'. SMT WAS OUT FRONT, HOWEVER, LTT WAS FASTER. SEP WAS COMPROMISED WHEN SMT LEFT 11000'. CALLBACK CONVERSATION REVEALED THE FOLLOWING INFO. RPTR STATED THAT THE INCIDENT OCCURRED APPROX AT TLH 146/44 FIX. HE HAD MADE A RADAR HDOF TO TLH APCH AND CHANGED THE SMT TO APCH. APCH ISSUED A DSNT CLRNC TO THE SMT. THE LTT HAD ALSO BEEN HANDED OFF TO APCH, BUT HE HAD NOT SWITCHED FREQ. RPTR STATED THAT HE HAD BEEN RECERTIFIED, BUT HE HAS NOT COMPLETED ALL THE OVER-THE-SHOULDER PERFORMANCE CHKS.
