Narrative:

At FL370, air carrier widebody transport series aircraft #3 engine flamed out. I believe the flame out was caused by fuel starvation. I was in a tank to engine fuel feed confign. #3 main tank was low, and #4 train tank was high. I was going to open both xfeeds and shut off the boost pumps in #3 tank, unfortunately, I did the reverse. I shut off the pumps first. Within 30 seconds of the mistake the engine flamed out. I suspect that the engine cannot gravity feed at FL370. This is my fault. However, the tech manual had a rapid relight procedure and an engine start procedure for in-flight. We attempted the rapid relight at FL370. Did not relight. We ran the engine shut down checklist. Checked the manual to make sure we were in the start envelope, and made 6-7 attempts to restart the engine. All within the envelope; altitude, airspeed and N2 limits. None were successful. The engine restarted on the ground. Apparently the envelope shown in the tech manual is not valid. If not, how many other charts are no longer valid?

Title: ACR WDB FE FLAMES OUT ENGIE AT CRUISE DUE FUEL SYSTEM MISMANAGEMENT.

Narrative: AT FL370, ACR WDB SERIES ACFT #3 ENG FLAMED OUT. I BELIEVE THE FLAME OUT WAS CAUSED BY FUEL STARVATION. HOWEVER, THE TECH MANUAL HAD A RAPID RELIGHT PROC AND AN ENG START PROC FOR INFLT. WE ATTEMPTED THE RAPID RELIGHT AT FL370. DID NOT RELIGHT. WE RAN THE ENG SHUT DOWN CHKLIST. CHKED THE MANUAL TO MAKE SURE WE WERE IN THE START ENVELOPE, AND MADE 6-7 ATTEMPTS TO RESTART THE ENG. ALL WITHIN THE ENVELOPE; ALT, AIRSPD AND N2 LIMITS. NONE WERE SUCCESSFUL. THE ENG RESTARTED ON THE GND. APPARENTLY THE ENVELOPE SHOWN IN THE TECH MANUAL IS NOT VALID. IF NOT, HOW MANY OTHER CHARTS ARE NO LONGER VALID?
