Narrative:
This was a case of a near miss at an uncontrolled field. We announced our position on the VOR approach to runway 34 of W54. The active runway was 16. We were just about to T/D on runway 34 when we saw another aircraft Y doing the same thing on runway 16. The other aircraft, no lights, all our lights including landing lights were on. However, see and avoid is always applicable and a serious situation was averted.
