Narrative:
I was a safety pilot for an INS training flight. ZOA complied with our request to fly an INS approach into apa. We were radar vectored for the localizer 35L approach. The active runway at apa was runway 18. We were handed off to apa tower just over the OM. I contacted apa tower and reported, 'small aircraft X localizer approach inbound.' the controller asked me to report the OM. I immediately contacted apa tower and reported we were inside the OM. At this time, there was extensive radio traffic from other aircraft. Also there was extensive aircraft in the pattern. Upon reaching approximately 2MI from the departure end of the runway, I tried to contact apa tower with negative results. At this pint I saw small transport Y twin climbing from the departure end of runway 18R heading straight toward us. I told the PF to alter course to the right, which she did. Small transport Y also altered course to the right, thus avoiding a collision. Both pilots complied with the FARS concerning collision. I then took control of the aircraft clearing the area (looking for traffic entering downwind runway 18R). I received landing instructions from the tower. Recommendations: 1) no INS approachs into runways with opp direction traffic. 2) with heavy radio conditions, the tower should not accept practice approachs. 3) a procedure printed on approach plates if the tower cannot be contacted.

Title: SMA X FAILED TO COMPLY WITH ATC INSTRUCTION TO REPORT OM WHILE CONDUCTING PRACTICE ILS APCH.
Narrative: I WAS A SAFETY PLT FOR AN INS TRNING FLT. ZOA COMPLIED WITH OUR REQUEST TO FLY AN INS APCH INTO APA. WE WERE RADAR VECTORED FOR THE LOC 35L APCH. THE ACTIVE RWY AT APA WAS RWY 18. WE WERE HANDED OFF TO APA TWR JUST OVER THE OM. I CONTACTED APA TWR AND RPTED, 'SMA X LOC APCH INBND.' THE CTLR ASKED ME TO RPT THE OM. I IMMEDIATELY CONTACTED APA TWR AND RPTED WE WERE INSIDE THE OM. AT THIS TIME, THERE WAS EXTENSIVE RADIO TFC FROM OTHER ACFT. ALSO THERE WAS EXTENSIVE ACFT IN THE PATTERN. UPON REACHING APPROX 2MI FROM THE DEP END OF THE RWY, I TRIED TO CONTACT APA TWR WITH NEGATIVE RESULTS. AT THIS PINT I SAW SMT Y TWIN CLBING FROM THE DEP END OF RWY 18R HDG STRAIGHT TOWARD US. I TOLD THE PF TO ALTER COURSE TO THE RIGHT, WHICH SHE DID. SMT Y ALSO ALTERED COURSE TO THE RIGHT, THUS AVOIDING A COLLISION. BOTH PLTS COMPLIED WITH THE FARS CONCERNING COLLISION. I THEN TOOK CTL OF THE ACFT CLRING THE AREA (LOOKING FOR TFC ENTERING DOWNWIND RWY 18R). I RECEIVED LNDG INSTRUCTIONS FROM THE TWR. RECOMMENDATIONS: 1) NO INS APCHS INTO RWYS WITH OPP DIRECTION TFC. 2) WITH HVY RADIO CONDITIONS, THE TWR SHOULD NOT ACCEPT PRACTICE APCHS. 3) A PROC PRINTED ON APCH PLATES IF THE TWR CANNOT BE CONTACTED.
