Narrative:
At xx:45 local I noticed an small aircraft approximately 1/2 mi east of the eyw VOR (2 1/2 mi north of eyw airport). I called over to nqx approach control to see if they knew who it was. As I called nqx, the small aircraft (VFR) checked on frequency (tower). Nqx saw they forgot to switch him and they forgot to give us the VFR inbound. This is the first one they've admitted to in a long time.
