Narrative:
C130 departed hrt. Vps (eglin) approach called to release aircraft X for on course. I did as instructed, and climbed aircraft to 12000 ft. The aircraft failed to climb above the adjacent facility boundary, and a pointout was effected while coordinating maneuvers to avoid conflicting traffic.

Title: ZJX ARTCC RADAR CTLR FAILED TO CLB A MIL C130 ABOVE ADJACENT FACILITY'S AIRSPACE.
Narrative: C130 DEPARTED HRT. VPS (EGLIN) APCH CALLED TO RELEASE ACFT X FOR ON COURSE. I DID AS INSTRUCTED, AND CLBED ACFT TO 12000 FT. THE ACFT FAILED TO CLB ABOVE THE ADJACENT FACILITY BOUNDARY, AND A POINTOUT WAS EFFECTED WHILE COORDINATING MANEUVERS TO AVOID CONFLICTING TFC.
