Narrative:
Small transport X departed wwr VFR requesting an IFR clearance to okc reported leaving 4000'. I informed small transport X to report leaving 5000' for his clearance. Small transport X reported leaving 5000'. I cleared small transport X to okc as filed to climb and maintain FL210. Small transport X acknowledged. I started to coordinate with vance approach on small transport X. Ict FSS called and I answered the ict line first. I gave a clearance to ict FSS for an aircraft off of gck. When I got off the ict FSS line another aircraft called with gbd in sight and I cleared the aircraft for a visibility approach. By now I had small transport X in radar contact and realized I had not coordinated with vance approach. I called vance approach and appreqed small transport X climbing to FL210. Vance approach advised to stop small transport X at 12000'. I assigned small transport X 12000'. Small transport X acknowledged. I xferred communications on small transport X to vance approach. I should have stopped small transport X at 9000' until coordination was done with vance approach.

Title: SMT X UNCOORDINATED PENETRATION OF END MOA. OPERATIONAL DEVIATION.
Narrative: SMT X DEPARTED WWR VFR REQUESTING AN IFR CLRNC TO OKC RPTED LEAVING 4000'. I INFORMED SMT X TO RPT LEAVING 5000' FOR HIS CLRNC. SMT X RPTED LEAVING 5000'. I CLRED SMT X TO OKC AS FILED TO CLB AND MAINTAIN FL210. SMT X ACKNOWLEDGED. I STARTED TO COORDINATE WITH VANCE APCH ON SMT X. ICT FSS CALLED AND I ANSWERED THE ICT LINE FIRST. I GAVE A CLRNC TO ICT FSS FOR AN ACFT OFF OF GCK. WHEN I GOT OFF THE ICT FSS LINE ANOTHER ACFT CALLED WITH GBD IN SIGHT AND I CLRED THE ACFT FOR A VIS APCH. BY NOW I HAD SMT X IN RADAR CONTACT AND REALIZED I HAD NOT COORDINATED WITH VANCE APCH. I CALLED VANCE APCH AND APPREQED SMT X CLBING TO FL210. VANCE APCH ADVISED TO STOP SMT X AT 12000'. I ASSIGNED SMT X 12000'. SMT X ACKNOWLEDGED. I XFERRED COMS ON SMT X TO VANCE APCH. I SHOULD HAVE STOPPED SMT X AT 9000' UNTIL COORD WAS DONE WITH VANCE APCH.
