Narrative:
While approaching the rfe NDB at rutherford county, nc, greer approach gave a clearance as follows: 'maintain 4000 until established on the final approach course, cleared for the NDB 36 approach to rutherford county.' I maintained 4000' until established on the final approach course outbnd and then descended to 3000' during the procedure turn as published. At this time I was confused about what the controller really intended. Did he intend for me to stay at 4000' until established on the final approach course inbound? It has been my understanding that the purpose of the procedure turn is to allow the pilot to descend on a course that will maintain obstruction clearance in preparation for the final approach. Had the controller specified inbound or outbnd the confusion would have been eliminated. In this case I do not believe that his intentions were necessarily inferred.

Title: CPR SMT ALT DEVIATION EXCURSION FROM CLRNC ALT AT THE START OF IAP NDB APCH.
Narrative: WHILE APCHING THE RFE NDB AT RUTHERFORD COUNTY, NC, GREER APCH GAVE A CLRNC AS FOLLOWS: 'MAINTAIN 4000 UNTIL ESTABLISHED ON THE FINAL APCH COURSE, CLRED FOR THE NDB 36 APCH TO RUTHERFORD COUNTY.' I MAINTAINED 4000' UNTIL ESTABLISHED ON THE FINAL APCH COURSE OUTBND AND THEN DSNDED TO 3000' DURING THE PROC TURN AS PUBLISHED. AT THIS TIME I WAS CONFUSED ABOUT WHAT THE CTLR REALLY INTENDED. DID HE INTEND FOR ME TO STAY AT 4000' UNTIL ESTABLISHED ON THE FINAL APCH COURSE INBND? IT HAS BEEN MY UNDERSTANDING THAT THE PURPOSE OF THE PROC TURN IS TO ALLOW THE PLT TO DSND ON A COURSE THAT WILL MAINTAIN OBSTRUCTION CLRNC IN PREPARATION FOR THE FINAL APCH. HAD THE CTLR SPECIFIED INBND OR OUTBND THE CONFUSION WOULD HAVE BEEN ELIMINATED. IN THIS CASE I DO NOT BELIEVE THAT HIS INTENTIONS WERE NECESSARILY INFERRED.
